Ans. (a) Because of the presence of thick waxy coating of cutin.

(b) The waxy layer of cutin present on the outer surface of plants is water resistant and protect against loss of water.

(c) Vacuoles only provide turgidity and rigidity to the plant cells. Since the role of cells of meristematic tissue is to divide continuously, therefore, there is no need of vacuoles for the cells of meristematic tissue.
